The 2025 MCAPWA Fall Conference, held during the Maine Municipal Association (MMA) Annual Conference in Bangor, was well attended and “chock full” of detailed, useful information for municipal officials. Below is a summary of speakers and their presentations. Enjoy!
- Maine Department of Transportation (DOT) Chief Operating Officer, Andrew Bickmore was our first speaker, presenting an update on Maine DOT projects and funding.

- Ryan Barnes, of Gorrill Palmer -An LJB Engineering Company, presented the fundamentals of starting a GIS/Asset Management Program, subtitled “Start Small but Think Big!”

- Peter Coughlan, Director of the MaineDOT Local Roads Program presented an update on their training initiatives, including the upcoming Supervisory Leadership Training, Snow & Ice Training, Drainage, and more.
- Christine Whelan, State Hazard Mitigation Officer at Maine Emergency Management Agency (MEMA), presented “FEMA Hazard Mitigation Assistance (HMA) Program.”

- Sierra Millay, Resource Management Coordinator at Maine DOT discussed funding resiliency in a presentation called “State of the State of Funding.”
- Lastly, Kerem Gungor, PE, Senior Environmental Engineer, and Cody Obropta, PE, Environmental Engineer, at Maine Department of Environmental Protection (DEP) presented “Updating Maine’s Stormwater Standards.”
